Update/change notes | 1.1.b

Hi ya'll, 

We've made our first round of fixes and changes to the PNP files and TTS mod. The core system hasn't been changed, but we've made some rules and board edits and two key balance changes. More detailed breakdown below:

Rules buffs and nerfs

• Advance action nerf: Narco player can't advance counters placed the same turn 
• Recon action buff: FAST can now peek at 1 random card before starting an Operation 

Board changes and rules edits

• Plus signs have been removed (subtracted?) from hex numbers
• "Pistas" now oriented horizontally 
• Clarified boat/truck icon in the key
• Some operation steps have been rewritten for clarity
